You have no idea what hunger *actually* feels like until you haven't eaten anything for a week or two. Body crying out for anything. Even bugs start to look good. So when you take someone living in that situation and promise them an escape, of course they're going to take the opportunity regardless of legality. Like dangling steak in front of the dog, then yanking it away when he jumps to bite it, and throwing him in prison for even thinking to do it. Then again who doesn't hate the poor except the poor?
